Yes, it's the Private Dwelling lot trait. I meant to respond to your other thread where you listed your lot traits.
SO still not fixed since July. I guess the sarcastic comment in the threads about bugs then about "probably fixed by xmas" is a realistic estimate then.
At least it's one that is easily worked around - it's mostly annoying because you wouldn't know how to work around it unless you check the forum. I had the same experience - they fixed the Zoomer delivery, and I was saying, 'whoa, deliveries not fixed for me' until a helpful soul told me it was my private dwelling lot trait. I suspect that's also why I can't get the eco analyst to show up - I'll have to see if eliminating the lot trait will fix that bug, as well.
