Interesting question, I like San Myshuno a lot, I think the smaller districts work really well and I like living in apartments. And it feels like it's a bit underrated, people don't seem to like the world that much, one reason is probably the festivals which does not always work that well...
As for overrated...probably Brindleton Bay? It's a large world and great if you have pets, but I don't really play a lot with pets anymore and I really don't like the weather there. The world often seems to have rain and snowstorms.
That said, I think it depends a lot on how many households you have played in every world and how much fun you had with them etc.
