After you go to Manage Households > Transfer Sims, you can also "Create a New Household" with the selected Sims instead of swapping them to an existing house. There's a round button at the top of the right side column to do this.
Man, I wish I had known this before I spent thirty minutes last night playing musical houses just trying to make my Sim's sister move out.
