Probably you did this already, but have you removed your whole Sims 4 folder (back up or save it obviously) in documents and started the game? This creates a whole fresh, clean one in your documents. You can add back your mods, saves etc. It's my understanding that the files in it can become corrupted over time.
It's been brought to my attention, that removing the game folder itself, is more for those who run it on Mac, as opposed to those of us on Windows. This could be why I'm no longer allowed to remove the game folder, come to think of it. But, all is well that ends well. I restarted my Cantrell family, with the aspiration of my teen becoming a Global Superstar once again. I only had a short time so once I got his family into the Wright Way House, I went ahead and added a few venues that he'll need on his rise to fame. :)
Nah, I've done it before on Windows. It works as long as you don't have the game opened while you're doing it. Which was why I thought there may be something interfering with it to cause you to not have the ability to do so.
Oh yeah, it works on Windows, it's just that Win tends to be a bit more "omg don't touch" with folders that something somewhere might be accessing at the time. Macs don't care, for the most part, unless the folder is specifically marked as "do not delete". So it tends to go weird more in Windows.
