My Willow Creek is looking a little empty, looking for ideas to fill some spots. (photos)

I just recently rearranged Willow Creek. I went into the gallery and found some venues to place. Rearranged them to my liking, and now my Sims have some new paces to go.
I can't understand why the game doesn't create new households to fill the empty houses, when it's ticked in options to do so. My Oasis Springs is like a ghost town, it's empty! I guess that's my job to fill it up.
