Yes, NEPS did indeed die. B) It was declared dead in October 2019 with the announcement of Discover University; It is a pack I have enjoyed despite some unfortunate flaws. It allowed me to continue playing my sims normally.

Finally teens will get their due. Of course, like University, there will be some lack luster areas, but this pack should add some nice touches to flesh out the teen age stage to further distinguish it from Young Adults. https://youtu.be/kapWRJKwju4 (More on page 8.)

The symptoms?
N.E.P.S. Symptom #1: You have your game the way you want it and you love it.
However, you can't get yourself to play it because it doesn't have the expansion pack features you need yet.
Your sims are great, but you don't want waste your sims on the game as it is.
N.E.P.S. Symptom #2: You don't want to experience any other content like Dining Out and Kids Room Stuff until you can play your sims the way you want.
N.E.P.S. Symptom #3: So you don't really play. All you do is check out what the latest patch has added, or try out new mods, or CC.
N.E.P.S. Symptom #4: Or you simply visit the game from time to time because you miss your sims.
N.E.P.S. Symptom #5: You take pictures, mess about...
And then you exit without saving because you don't have Generations, or whatever unannounced pack you desperately need. For me, that missing pack is University.

There is also N.E.G.S. (Nonexistent Expected Game-play Syndrome) but, let's not go there.

I am curious about how life in these apartments will be. They have TS2 Apartment Life as an example. Since Apartments seem to be a big feature you would think EA might go into as much detail as TS2 did. If they treat it like they did Retail Businesses in Get To Work I will certainly be underwhelmed.

@QuiteIzzzy I have my hopes pinned on getting to the EP critical mass stage. I experienced that in TS3, where the game didn't really get any traction for me until after four expansion packs. No toddlers is making worse for me as I really don't want to play without them. Sims jumping from a baby, to a child, and then to what looks like a young adult is too much for my suspension of disbelief after having toddlers and younger teens for TS2 and TS3.

I'm not sure which hedges you mean. I played around with some and this was the only thing that I liked. We need some lower hedge fences.
I'm not that ready to work on landscaping at this point. I just tossed a few flowers and trees around to get an idea how the house might look with some flora about.

Up until now, I had been playing the same sims since the launch of the game. Never aging, never getting married, and no children. I've started their lives over again several times. Simming for me was just checking out the features in the latest EP, GP, and SP. In between the packs, I was just making sims, admiring them, but not really enjoying the game play and the life stages.
I had been interested in this game pack from the start, but now that my plans started to take shape, I was fairly excited about playing it. The plan was to take all my never aging, always single, Young Adult sims and aging them down to toddlers. I wanted to give them parents and raise them to young adults again.
I was inspired by this crew.
I could now play out my sim's young lives and even give them siblings with lots of new game play. I have yet to play toddlers, children, or teens, so I am about to really start playing TS4, finally.
I have a lot of sims though, so I was not giving everyone families. I brought in Miss Alma Faye Peregrine to help me out.
My cat sims and Meadow Thayer will live there as toddlers. My cat sim's backstory is they were illegal genetic experiments created by a mad scientist. Meadow isn't peculiar like the other sims that will be living there, but my current story is that she is fascinated by cat sims. I gave up on making the house look like the one from the movie. I'll just let it evolve into its own thing. I still have lots of work to do.
My first wave of sims were ready to go. I can't dump them in all at once because I don't want birthdays happening on the same day. So I am introducing them in waves, and days apart in the waves.
Meadow and Zane will be the first to arrive at Miss Peregrine's Home for Peculiar Children as toddlers.
Zane is a vampire and Meadow is... Meadow. We really need more hairstyles for toddlers.
Melonie, Ling, and Cairo have CAS generated parents and will be living in homes around the various neighborhoods.

HOWEVER, my NEPS is not cured. I already know that I will only be playing my sims up until they are teens before locking aging. Because they will be on hold until we get University.
NEPS comes and NEPS goes, and then NEPS returns again. Tick Tock.
