My sim is a romantic and new to town so know no one. Sure I could take her around town to meet guys I guess, but she has a toddler at home and I am lazy. I wonder if there is not a gypsy in the game ...

Sadly the wishing well is your best bet for blind dates and you don't have that pack. We need an online dating feature in TS4. It's too bad you don't have City Living. Sometimes your sim can meet sim townies at the romance festival. With Get Together you can have your sims hook up their friends with another sim.
