"Needs TLC" City Living Apartments

I don't even know what apartments have the TLC lot trait, although I must have played them all. If it is the power supply breaking, stinking thing from floor and mouse hole, I only found the latter troublesome as it was in their bedroom and they never got enough sleep. But calling the landlord fixed it all, IIRC. I liked this touch at Spice Market, it makes for different living conditions, and my sims would normally save up to move elsewhere after a few years. There's a reason why some flats are cheap to rent, I think that's fine :)
