I just wanted to let you know that I found the file that was causing all the hair problems. Considering i had over 2000 of them, took me a good part of the day!
It was definitely downloaded from either TSR or modthesims, and it was a decor item (I had it in my "Other Furnishings" category so it was not furniture,bath,bedroom or lighting. the file name is ClientThumbnailsDelta0.package, and I did a search on google, but the only matches I had were within the listing of game files for torrent files for pirated games. It seems that it is part of the Sims 4 system installation files or other file of a sort, I haven't found any more about it yet.
But I think that for anyone who had downloaded the item that I did might be having this problem as well. I read many posts when I was trying to find answers for this problem, of people who made the recommended changes (ie turn off laptop mode, reset settings..), and still had the hair issue. You might want to put it out there so anyone else with the issue can see if they have this file.
I wonder if it was put there maliciously or not, but I hope if someone knows about it, they can let the site hosting it know if they happen to download it.
Thanks! - I know this is old, but I legit just had this issue!!! no idea where this file came from. I had double layered eyebrows and couldn't change my sims skintone, and all the alpha hairs were hideous. DELETED this file and now everything is working as normal again :/ thank you for posting this as I wouldn't have found it otherwise.
