The second one has a slightly better processor than the first, one that's about the same as the one in the first two links above and slightly slower than the one in the Skytech model. The differences are small though and unlikely to have any impact at all on Sims 4.
If you're still interested in a 4060 ti, which, again, is massive overkill for Sims 4, these two are cheaper than anything I see right now on Best Buy:

The first one has some one-star reviews because the unit came with air cooling instead of an all-in-one liquid cooler, but you don't need liquid cooling for this particular configuration.
By the way, ABS is Newegg's in-house system integrator: the company makes prebuilt computers with the leftover components it doesn't sell separately. So you're getting the same class of hardware you would if you built the computer yourself, or as the options from Cyberpower/iBuyPower/Skytech.
