what do you mean by template? like empty save files, or saving the lots?
This is a great idea. I was thinking for a "template", a setup for every time you want to start a new game, why not start a new game on pause, then put everything in everywhere. Go through every world, every important lot, add everything in including lot traits. This may take quite a few hours, but then after that you won't have to do it again, ever. Plus if you did miss something on your "start template" save, you can go in and add what you missed anytime and save over it. Keeping that one save as your starter "template" save.
