I think it depends on how you wish to use that world. In my primary game Save, I have a Global Superstar, a Rock Star, thanks to the Road to Fame mod. So, I have made Newcrest the center of the Music World, if you will. I have filled it with concert venues, both inside and outside types. Eateries and at least one Karaoke Bar. Plus, I have a family park another player created that I found on the Gallery, for watching movies outdoors on those really hot summer nights. If I can master how to take a screenshot of the world map, I will come back and post it.
In my other game save, play is set in the 18th century, (think American Revolutionary times). Newcrest has become the Settlements that many left Virginia and the Carolinas to tame (it is considered the Original Wild West). The Island on the Holston Settlement; Watauga Settlement and the Nolichucky Settlements eventually became East Tennessee. So, I have placed log cabins in that save.
You could consider making yours either a commerce district, since the one given is itty bitty. Or the center of fitness. Fill it with gyms; spas; and eateries that only offer fitness foods.
