But then it says their all mages... I am not very versed in Sims Community or followed any releases for Sims 4. But I've heard about Maxis having a gallery and people mentioned he may be uploaded. I'm not good in CAS but I really want to have my only household be this 'Newt Scamander' looking sim when RoM comes out (he is after all wearing RoM exclusive clothes and a RoM hair)

Even small background characters from trailers tend to make it into the game, either as an NPC or on the Gallery. Given his popularity and the fact that he's front and center in the trailer and box art (ala Nalani), he'll undoubtedly exist in some official form.

So she is included in Island Living as NPC that shows up randomly on lots. Agreed with this Simmer. You will for sure be able to get your hands on this Sim if not through one that comes with the expansion, then in the Gallery. I am 100% sure someone will make em ;)

I just read the other day on sims community that the mermaids are add to the manage household. link
I can't test it myself as I don't have Island living yet.

usually if packs come with world the sims who make it to the cover is included in the world.
