Nalani is the mermaid of Island Living. In trailers she is voiced by same girl who voices Moana in that Disney animated movie! So she is included in Island Living as NPC that shows up randomly on lots. But you can still marry her and such, it's just she doesn't have official "home" and I don't believe she shows up in townie management. But she's there! Really pretty and a great character.
I just read the other day on sims community that the mermaids are add to the manage household. link
I can't test it myself as I don't have Island living yet.
