No gifting pre-orders in EA App and online?

Did everyone know you can't gift pre-orders? Today is my birthday and my little brother wanted to gift me something. I really don't have much I want right now. But luckily Horse ranch is coming out so I mentioned that and he was happy to get it. But then he can't, bc there's no option to gift. And at first he's confused bc if gift isn't an option can he buy it and send me the order number? I tell him no. And he decides to cash app me so I can get it. All very sweet. Great little brother.
But what the heck? We can't gift pre-orders? I can't even find the gift options on any recent packs which is weird. Is it bc that new "website" sucks or are they really going 'no use your own money no one can gift you anything ever'?

Idk this seems weird and was really annoying. It interrupted a cute moment between siblings. And is a bit rude for an app that still hasn't returned/recognized half my sims 3 packs nor store content.
