No more townies?
Is there a mod or mods that completely prevents the game from generating new sims? Like none at all? If so, could you let me know as I’ve recently had a disaster!

From my understanding no. If they game has no sims to pull from to fill a role then it will generate one.
If you want to prevent the game from randomly generating a sim the best option is to have some extra townies (that you like) so the game can try pull from them.
