Have you set the wife as a caregiver to the toddler?

If she's not the toddler's mother, then yes, it's intended. With the wife active, click the toddler and then 'Toddler Care>Adopt as Care Dependant.' I think there is an alternative option to choose caregivers when the toddler is active. This will make the parenting options appear for the wife.
