If you go into build mode by using the cheat bb.enablefreebuild, there I'd a little gear that says "university housing configuration" and from there you can select if the entire dorm is make or female only or co-ed. If you want the dorm to be co-ed some other posters have made the suggestion to assign each room for females only or males only, by assigning the sims beds based on gender.
