In my game I have 21 pairs of sneakers , I think that is plenty and i don't even have all the packs. Also 7 pairs of flats 13 pairs of loafers , 8 pairs of flip flop sandals where one of those is a sport shoe. That's a lot of casual shoes compared to just 15 heels.
