Not Placed In World Sims, are they townies or npcs or npownies?

So I'm really confused by the not placed in world/homeless Sims. I see many of them around town, so I came to the conclusion this is the big pot where the random Sims I meet must come from. So I start...

Do you know how many, and have you deleted any randomly generated sims from that bin...
