I ran a vanilla game, took my mods folder completely out and I still couldn't get my freelance artist to submit her work, same with the writer's branch, no options to submit to the client. I clicked on everything I could have and still nothing. So I don't think it's a mod problem, personally. I just don't use freelance careers at all...it's a shame, seemed like another way for parents to stay at home and work.
I'm currently playing a couple of freelancers (one painting, one programming) and have had no issues with either; maybe a game repair would help? Also make sure to remove the localthumbcache when installing or removing any mods.
I haven't had any bugs at all with the freelancer careers, either (and I've played them a lot). The only complaint I have is that the time frame for programming that requires a Sim to make a game is a bit short - it takes so long to finish the game, they really can't do anything else (like help kids with homework or teach their toddlers) or they miss the deadline.
