NPC standing in one spot of hours in game time

I am just wondering if anyone has noticed NPC just standing idle doing nothing for hours? I placed a couple into the 30x20 lot next to Sand Simolean Beach and spent quite some time on the lot potterin...

Hi Sigzy05

thanks for letting me know that I wonder have you noticed if that food stall near this lot has been open at all i did not look (which I will go do in a minute) I am wondering if it's the food server from there and I have some sort of bug affecting that, also do you know what hours these food stalls are open? I know from city living usually as one server leaves another one comes over but I am not sure if it's the same in this new Island world?
