I found the handiness skill quite easy to level since my Sims cheap shower and toilet, where constantly breaking. I also used the woodworking table to make all my Sims own plant pots, so levelled very quickly. If you have a laptop, you can use it on a lot that has power like the library to order upgrade parts.
