Off The Grid Lot Challenge appears to be broken?

I have been experimenting with the off the grid lot challenge in a vanilla save. I pulled all mods and cc yesterday before the update and reset my Sims 4 folder. I have not added mods or cc back in. F...

This, but from what I understand the fuel cell upgrades in particular are currently broken. I haven't encountered it in game, but I have seen current threads on it.
