Off The Grid Lot Challenge appears to be broken?

I have been experimenting with the off the grid lot challenge in a vanilla save. I pulled all mods and cc yesterday before the update and reset my Sims 4 folder. I have not added mods or cc back in. F...

I scrolled through the threads to find one of the ones I was referring to. You can somewhat ignore that it started in 2019 since it was necroed.
