Open Neighborhood Rather than Open World

Obviously TS5 has to be an improvement over TS4 in some way (otherwise it's not worth buying), and one of the ways to do that might be to reintroduce open world, or at least open neighborhood. By the time TS5 would come out I would think that technology would be at the point where it would be easier to have open world and not have many bugs. At the very least I just want to have my sims ion different lots and be able to switch back and forth between them quickly.
