I am in total agreement with you here. If I got the pack, then yes, I would absolutely expect the new town to be for the vampires. If you go there, you have a chance of being bitten. I do not want them to "nerf" the vampires, as that wouldn't be fair whatsoever to the people who bought the pack for this. But the problem is that vampires are being spawned/created in the other towns as well and breaking into homes and snacking on the sims there. Now this would be cool with me in a new save file if I wanted vampires everywhere. But my current file I've been playing, not really wanting that. That's why I'd like an option to turn vampires off for the other towns. As it is right now, we do have to go with "don't buy it if you don't like it" and I can live with that. I'm just disappointed because I really did want to play with the vampires. Just not in all my games.
Well the way Sims 4 is made with a continuous link to all worlds - unlike Sims 3 where worlds were not linked together - the game would take totally reprogramming to cut the link between worlds for everyone - keep that in mind in order to "toggle off the Sims" from an entire pack made specifically for that world. The most a toggle could realistically do is shut off the pack. It is really an all or nothing kind of way thanks to the design of Sims 4.
Toggles only worked in Sims 3 so you could have various saves with or with out certain Sims - because the worlds themselves were not linked. If you take for instance the few worlds that were linked - like University town - the vacations and even the future world - you could not individualize those worlds from your main world with a different toggle setting because they are linked. For instance you cannot shut off vamps, aliens, etc to those linked worlds if they were not shut off in the main world. So technically in order to control the main focus of a pack you want us to not go flawlessly between worlds and end up stuck in just one tiny world so your saves can vary? That is nuts. At least in Sims 3 the worlds are huge and it makes sense - the worlds are not linked.
I do believe you can shut off a pack you don't want in a save before you go in game - I am not positive of that though as I don't buy packs that I don't want in all games. Like I did not like the fact I cannot build my own apts or even use apts in CL in other worlds so I did not buy CL. It is like that pack toggles only apts for CL and I don't think if should. So knowing they made the game this way - well I chose not to buy CL. I suggest the same for people not liking Vamps all the time just do with out the pack. Sure I would like some things in CL but not enough to get the pack that makes me so darn angry every time I think of it because of its apt restrictions just to that world. It is sort of a reverse with the Vampire pack for you - but I suggest instead of making it difficult for all of us who bought or are buying Vamps for what they add to the game, not to buy that pack if it has restrictions you don't like. Like I said before I bought GTW strictly for the Science profession and aliens - and what happens other demanded Aliens be muzzled - so thus far I am punished by not getting aliens hardly at all in my game naturally or ANY abductions at all. To me that is not fair. My purpose to own that pack is gone so people who complained could see no or less aliens or abductions. Thanks but no thanks - no more messing with the packs. Like them or don't get them. Some of us LOVE the supernaturals - and buy them because we want them.
