If you don't want vampires then don't buy the pack but don't ask the option to be disabled you buy the pack knowing what it is accept it for what it is.
That's not really fair to those who might want vampires in some saves but not in every save -- an option to turn them off (either in MCCC or via an on/off switch in Gameplay) would be fair for all play styles. And there is plenty of content in this pack that can appeal to the non-vampire fan: the decals for ripped wallpaper and cracked walls will be great to add to some of the ratty City Living apartments, as will the cobwebs, and there are some lovely furnishings and build decor that will suit larger mansions (I think I need to do another remodel on Oakenstead). I especially love the toilet with the hanging water tank. And the carpet runner will be perfect for wedding venues. B)
Don't you think if that was possible then we would have had a toggle for alien abductions etc to do with aliens. The worlds are all connected unlike in Sims 3 where they are not connected. You can obviously shut off the pack in games you don't want any of the pack in. But I am fairly sure if toggles were possible in Sims 4 we would still have the aliens as we purchased them and not this horribly toned down version. Because of that - we just want the devs to leave the vamps alone. We paid for Vamps and expect them to be in our games. If we decide we don't want vamps any more, just shut off the pack. But for heavens sake don't mess with the pack for us who have it turned on. The aliens are now hardly more than just another Sims with no abductions for many of us who have sort of always expected them - now we have none or next to none for most of us that don't play with mods anyway.
