It means incomplete lot. I ran into this issue recently when looking at old lots to update. For some reason, many of my lots from old saves no longer had all the required items.
It could be corrupted but for me, the icon you are describing meant it was an incomplete lot. Try loading the lot and reading what the drop down menu states.
