No, not create new ones. My idea, my thought, was for a place for in-game born ones. Children that are a 'burden' or that the parent or parents can't support. I prefer that than deleting them. Plus I think it would be more interesting in the long term.

Good question.
Families and households that I play (Or have marked as played). Hmm, I'll have to think how to explain this.
Let's say a household is full. Two old parents, two couples of young parents, one of those couples are teenagers, (and uncle Bob the mooch), that's 7 slots of 8 right there. Those two younger couples have kids... (Yeah, Uncle Bob will be the first to be kicked out)

So the one couple has a child putting it to 8 (Mooch Bob is kicked out bringing it back to 7) The other couple has twins putting it to 9... They have to go somewhere.
Usually I expand to new unoccupied lots. But perhaps even so, the younger couple needs to advance first. So the children can go to an 'orphanage' in the meantime.

Mine was run by a mean, evil, hates children sim. I created one teen (who was treated like Cinderella and wasn't allowed to attend school as she had to look after the toddlers), then there were 4 kids and 2 toddlers.

I made the lot very trashy, with cracks in the walls, cobwebs, rubbish furniture etc. It was great fun.

I love your idea. I have a sorta similar story. My sim avatar is a vampire priest who runs a church with an orphanage and a homeless shelter. Her actual home lot is just an empty field. She adopts toddlers and moves them into the commercial church lot. She plays the organ for "tithes". The church goers often socialize with the tots and if one sim seems to hit it off well with a particular toddler, I move the child into their household, so essentially townies could adopt them. If they were not adopted, then when they hit young adults, the tithe money would be given to them to start their own lives. Pictures in the spoiler section:

I was thinking of doing the "evil" orphanage too eventually, if I can figure out how to get one running first. Any tips you guys have, I'd love to hear them. :)

Here is what I have so far done to "Chieftain's Villa" trying to convert it to an orphanage.

4 cabins and the main building. A communal bathroom, but I did put in a couple of those bushes when you can 'do your business'. I can see I've been thinking more like a campground, but that was my idea. Have it spread out instead of all in one building. I could have the grandmother and grand-daughter adults use the double bed, or put two single beds in there for the main building.

There is room for one more cabin on the top between the bathroom and the cabin on the top-right. I think that would be enough.

The roof on the main building is steep, so I could put a second floor in there instead of another cabin. That could avoid cluttering up the nice lot too much. Hmm...
Then I could mostly remove the bedroom and put it upstairs. Freeing up space in the yard again.
