Outdoor Retreat isn't bad for the first ever GP when they were still feeling out the limits. If you're into gardening it's a great pack since it adds a lot more plants you can add to your home garden/farm. And OR works well with JA in many ways; some of the Herbalism potions like the Insect Repellent can be useful in jungle exploring, plus OR gives you the tents and other outdoor gear that can make vacationing in the jungle a lot cheaper. I tore down the 8 person lodge since I'm never going to take that many Sims there and built a very bare bones trail camp that only costs 71 Simoleons a day using stuff from OR like the outdoor shower, a small tent and a firepit, plus a cooler plus stuff from other packs. For a single Sim it's a pretty good setup for less than 100 Simoleons a day.
But if you're just comparing the two packs, you get a lot more bang for your buck with JA. Two skills (Archaeology and Selvadoradeon Culture), a giant new world that can change every visit just by picking a different pack, avocados and the emotion berries (haven't discovered the latter yet) and a lot more to do. Plus the build/buy in the game are spectacular, particularly some of the new tilework and the new freestanding fireplace (doesn't need to be against the wall).
But if you're just comparing the two packs, you get a lot more bang for your buck with JA.
