I'd say responsibility is the easiest, because you just have to make your kids do their homework and not violate curfew (if any). I already make my kids do homework, so at least there's some purpose in doing it in TS4 apart from getting an A.
Manners is doable too if you make the kid help with chores, though this takes a while. Empathy can be boosted with the doctor playset as a kid, and through volunteering if you have spare time.
The tougher ones for me are emotional control and conflict resolution. Emotional control can be done if your sim gets in a bad mood and you let them relieve it in a productive way, but with the way the game is, sims tend to be happy A LOT. Conflict resolution is tough too, because there are barely any opportunities to raise this one.
