The same thing happened for me. I'm on the step where I need to throw 5 parties and get silver or better on three social events (step two). It;s not counting the parties which my Sim is hosting. I tried following the directions of switching to a different aspiration, saving and exiting the game, and switching back, but it still didn't count them as complete for me.
Edit: I finished this step using a cheat, but now am stuck on the next step which is also bugged for me. The part that is bugged is earn silver on 3 thrown parties. It doesn't count any parties towards this, even when the Sim with the party animal aspiration is hosting them and earning gold.
