Mines was stuck at 9% but it continued downloading after I pressed paused, then continue again.
Mine is stuck at 9% too. I only wish I had found this comment before restarting my computer. Hopefully it works now.
Edit: It's working now. For anyone else who might have this issue, if pausing the download and resuming does work, try a computer restart.
