Patchy the Straw Man

What's up Simmers! I had a question about Patchy the Straw Man, which I guess ties in with cottage living. What is his gardening skill? Can he do everything your Sim could do at level 10? Can he fertilise and evolve plants, that kind of thing? Thanks!

Edit: Ooh, another thing, when I cheat my plants to be fully grown, why are they not harvestable?
