So the penthouse in the artist place in City Living, can you add an upstairs to it like a loft type thing or is that not possible in apartments? I want my Sim to live there and the idea I was thinking...

I recently built a new penthouse there. It is pretty big, so I built in the middle and surrounded it with a rooftop garden.
But, yes, you can have an upstairs to it.
Some of the other apartments are two story already, have you looked at those? In the fashion district I think.
