People are aware that the new SP requires an EP?

This is a tad misleading. Not all of the features in the pack require Cats and Dogs.

I see what you mean OP. It does say it needs the cats and dogs for all features. Someone is bound to miss it.

To be honest I would be surprised at anyone buying it who doesnt have cats and dogs, you are paying for content you can’t use. Not fair really.

I'm sure it will lead to some confusion, but I don't see how people are going to expect to use the cats and dogs clothing if they don't have cats and dogs in their game?

We can already dress cats and dogs though? I have not tried it, but surely cats and dogs have a ton of outfits?

I really am starting to dread that this really is going to turn out to be a hamster costume for a Sim.

The existence of lots of pet clothes CC suggests that people do indeed want more. I personally find it frustrating that big dogs and small dogs don't all have all the same things.

I think it should have been a free update.

If they're looking at what they're paying for at all it should be pretty obvious that some of the content would require cats and dogs

I'm sure it'll happen, but hey, the world can't stop spinning for people who have no kind of general awareness whatsoever
