You are right not all features require C&D but looking at EA Maxis strategy it may influence those that have yet to get C&D and if folks do wish or interested in the features that are not activated w/o C&D may in turn buy C&D.
The only thing that requires Cats & Dogs is for the outfits cat and dog beds a toy box for the cats and dogs and a feeding bowl otherwise it can stand on its own.
What's the point in that? IF I didn't have C&D, I'd have a bunch of CAS and buy mode items that can only be used as décor, AND I'll bet none of them add décor value either. It would be like getting half a pack for the full SP price.
