Sweden. We have very tough laws for dog breeding, and cats are getting there too... We still have a bad record with cats, but nothing like in the US or southern Europe.
But dogs, yes... Since the different breed organizations self regulate on top of the laws, a purebred dog tend (depending on breed) to cost between 1500 and 2500 dollars. Per puppy. Plus insurance etc etc. Even mutts tend to cost at least 800 dollars.
That in itself regulates the number of strays, because you don't pay 800 dollars and then throw it away. You try to sell it on or get the breeder to buy it back.
