Thank you @Dianesims and @keekee53 then we have the same experience. I have only seen sick pets wandering around in Brindleton Bay and the Jungle.

Then I suppose we feel differently about pets. I like for my sims to pick up strays and adopt them into the family and placing future pets in with different sims is the only way for me to get pets that I find interesting. If I leave pet-generation to the game I get really really boring normal pets. For a while I had 5 white cats running around and a couple of white dogs. Nothing but completely white pets. I googled around until I figured out I had to place the pets I want to see in the world with other sims. After that I got about 20 pets downloaded from the gallery and placed them in the game and now it is much more interesting.

Hm... They could perhaps cut down on the number of places in which you could find stray pets in the game but I would be sad if there was no way for me to influence what kind of pets I have wandering around in my game and no strays at all.
