Do you have any rotational household that owns a vet clinic, please keep in mind that if the vet clinic is player owned your gonna have sick pets wondering around alot more even if the player sim is not being played at that time. The other things I noticed is rain, both cats and dogs love to play in mud puddles when its raining some will even roll in it. However, that is just part of the seasons addiction to the game.
Edit: If you are so worried about it get a dog to jump into a swimming pool they will be clean again or give them a bath. Cats will usually clean themselves though.
