Unfortunately, as @Kimmer shared, clearing the cache makes no difference. I always do that after every time I play. I don't bother trying to repair, put the plants in household inventory, or try to reset them, etc. What I do when this happens is hold down the shift key and click on the plant. A menu will pop up. I choose, 'Set Gardening State' then 'Growth Stage' and finally choose 'Blossoming.' By doing that the plants pop back up fully grown and ready to harvest the next day as usual.
I figure it's not really cheating since it's not my Sims' fault there's a gardening bug. There are many more options though using that cheat if you so desire. Check it out sometime, it keeps me from tearing my hair out when my plants revert to dirt clumps. It's a bit of a pain and tedious if you have a rather large garden, but worth it if your Sims depend on the garden for income or meals.

@Karababy52 Do you go into the cheat and debug menus first, before using the shift key? It looks like I’m going to have to try this cheat.
