I think I found out why my plants weren't growing. I decided to stay the night at my shop and sure enough they grew and produced flowers. That night I went home and the next day when I went to the shop nothing. Stayed over again and flowers. Guess plants do their growing and producing overnight. Looks like I'll have to move my sim from her apartment to a residents so she'll have room to plant flowers.
