I don't have this patch yet, but had the leaking wallpaper problem for a while in my game. I saw it on several lots, so I think it might be an old bug, perhaps as far back as when we got the modular stairs. I'm fine with adding the wallpapers "manually", it's just a bit silly that I sometimes discover the problem long after building on that lot.
Added: Re the counter not accepting the platform near by, try pressing Alt while placing it. Sometimes it's just a matter of micro moving to make it work. Not sure if counters are easy to Alt-move, but I did that with a fridge and a stove. Might need to fine tune the entire row of counters etc.
