I've been wanting this since City Living. I pretty much find a way to put it in almost every post I make. I like small households but playing single households takes up a lot of space without apartments. City Living is perfect for me because I can put so many single households on one lot. In City Living there is 23 residential lots. It has more residential lots than any other neighborhood. Either let us build apartments or let us connect (and disconnect) neighborhoods so I can have a bunch of San Myshuno connected and disconnect most other neighborhoods (especially because the themes don't match.) I'm sure they could figure out how to disable the districts (festivals) in connected neighborhoods.
