I have not tried to set it on COLD, so I don't know if there's a difference, but my sims pay no attention to the difference between "normal" and "hot". Same clothes, same behavior, same moodlets? W...

Playing in Newcrest, my Sims never had any problem with the heat, even during heatwaves. (I did get a message that my toddler's bedtime onesie was too hot for her on a hot day, but she'd just woken up. I changed her into her 'hot weather' clothes and she was fine.) I'd expect that Oasis Springs would get a little more toasty in summer, however. In any case, I haven't used the thermostat yet, but fall is just starting.
