I don't think he does. If there is a set amount of resources for animations then they're just allocating those animations to give us the best pack possible within budget constraints.
Basically this. They have a set budget just like any business.
Instead of spending all their time animating a top loader, which is just cosmetic, they decided to use that to animate children using laundry, and they are now stackable since they arent top loaders.
So its the same amount of work, since they saved time on not doing top loaders they were able to use that time on other things. How is that contradictory?
