This issue has been going on for a while now. I have never figured out why sims just freeze in place while the game clock just continues on. Normally what I do when my sims and the NPC sims are stuck in this situation is that I use the resetsim cheat to get them unstuck. The cheat it's self is as follows "Resetsim sim's first name sim's last name". This normally works in getting the stuck sim unstuck. And repairing game through Origin doesn't seem to fix the issue. I have tried doing the same exact thing you have done and it's something else from what we can tell about the bug in the game. I'm now repairing the game to see if it will help. Most likely won't help, because you had mentioned it wasn't doing anything for you. I hope they get it fixed soon, or just repair the entire game itself. Look for issues involving of the core problems. Also, I would be so happy if they added more random things and just make it more like sims 2 randomness.
I believe that it's a core problem my self. Plus I think that it might also be related to the sims to sim interaction. I remember one case in particular where I had one of my sims dining out at that fancy restaurant that came in Dine Out. I think that the restaurant was called Le Chaz or something like that. My sim had just finished eating out there and I was having them go somewhere else. When suddenly an NPC sim decided to talk with my sim about something. And the next thing I know was that all the sims in the restaurant including my sim were frozen in place. While the game clock just continued on like normal.
Another time that this had happened with one of my sims was at that big central park in Willow Creek. Again another NPC sim wanted to chat with my sim. And again every sim on the lot including my sim was frozen in place while the game clock continued on like normal. This has happened to me several more time in random locations through out the game. And each time it was the same old thing, an NPC sim wanted to chat with my sim. And each time all the sims on the lot would freeze in place while the game clock continued on like normal. And sometimes I was able to get my sim unstuck with the resetsim cheat. And sometimes I would have to closed the game entirely without saving to get them unstuck.

I had weird lag on my shop with mannequins. Especially bad after visiting build mode. Saving the game seemed to make it run faster again. I know this thread wasn't really about mannequins but for me that's the most noticeable lag I've had lately. It's the lot in Windenburg modern area that used to have a café.
