Power getting cut off.. on a lot with no power

This seems like a bit of a silly oversight, but if you're on an off the grid lot with no power and you don't pay your bills the first thing they do is disable your power... Then they cut off your water... even though off the grid lots don't have water in the first place either...
Just seems a bit of a silly oversight to me, how can you cut off power and water from a lot with no power and water? :D
