You put trick or treating on the to do list for your created spooky holiday. Your sim can't trick or treat but can get kids coming to the door. It's not a dealbreaker for me since its been years I went trick or treating. I give out candy these days instead of collecting it. :)
Also there is sort of a easy way to get around it if you have Spooky Stuff pack. There is a candy bowl and sims can ask for treats during Spooky Party. For my children sims, I will just throw a party and have them ask sims for treats. It work. If fact, Halloween parties are really common where I live.
